Şendoğan Öksüz was born in 1971 in Rize.

He completed his education at Marmara University.

He had his first acting experience in 1999 in the series Yılan Hikayesi; he has appeared in many projects such as Yeditepe İstanbul, Efsane, Yarım Elma, Hayat Bilgisi, Kurtlar Vadisi, Arka Sokaklar, Binbir Gece, Kavak Yelleri, Vazgeç Gönlüm, Öyle Bir Geçer Zaman Ki, Şüphe, Bir Zamanlar Osmanlı Kıyam and İnadına Aşk.

He plays the character Cemal Reis in the series Sen Anlat Karadeniz, broadcast on atv, whose cast includes prominent names such as Ulaş Tuna Astepe, İrem Helvacıoğlu, Mehmet Ali Nuroğlu, Sinan Tuzcu, Gözde Kansu and Öykü Gürman.
